Within the public sector, growth is slow, staff recruitment is bias not based on competence or merit but on sentiments, there are really no standard metrics to evaluate staff productivity, decision making process takes eternity, work is repetitive but has no effect on staff gross output, workplace can be extremely boring, most people within this system are comfortable with the status quo, as it places little or no demand on them to improve or grow, there is a slow rate to adopt newer technologies that enhances productivity, even at this slow adoption rate there is sometimes high resistance even from senior executives as this may threaten their jobs, for some it would be a cold day in hell before they would allow anything with the semblance of a computer screen in their offices, public sectors are like Titanic, navigating a sharp bend can spell doom, the law of diminishing return practically sets in here.
On the other hand, we have the private sector who majorly are the drivers of growth within an economy, staff recruitment is based on competence it is not so much as bias as what obtains in the public sector but still falls short of acceptable standards, they are agile, adoption rate of newer technologies that enhances staff productivity is higher, decision making process sort of moves faster.
Lastly within the private sector you have start-ups, they are everything that the above mentioned are not. They are agile, decision making are on the spot as they have their eyes on the market and need to respond quickly so as to stay ahead of the market, they build the technology that are sold to other businesses within the private sector and the public sector, recruitment is based largely on merit and competence, they are more of speed boats.
What separates these three categories is PROCESS. Process is critical in any venture, be it in the public sector, private sector or startups. A defective process (manual) makes for humongous waste and deep seated rot and mediocrity within a system that affects productivity (defective and substandard). An effective process is sort of an automated process, automatically finds and deals with mediocrity quicker, makes necessary changes within the system before it become cancerous and sinks the boat.
